The Ministry of Foreign Affairs in Azerbaijan is officially accepting applications for the Azerbaijan Government Scholarship 2025. We invite all deserving students to apply if they would like to study for a government scholarship at Azerbaijan University as a bachelor, master, or doctorate candidate. This scholarship to Azerbaijan is fully financed.
The Ministry of Foreign Affairs offers the Azerbaijan Scholarship 2025 in all disciplines and academic fields. There are 400 Azerbaijani scholarships available for students from other countries. The Azerbaijani Scholarship 2025 will pay for the student’s living expenses in addition to tuition.

2025 Azerbaijan Government Scholarship Eligibility Criteria:
- To apply for the fully-funded scholarship in Azerbaijan, you must meet the following eligibility criteria:
- To apply for an undergraduate scholarship, the applicant must have a high school diploma and be under 25 years old. To apply for a master’s degree scholarship, the applicant must have a bachelor’s degree and be under 30 years old.
- For a doctoral scholarship program, the applicant must have a master’s degree and be under 35 years old. Participants from ICO and NAM member countries can only register.
Required Documents:
To apply for the international scholarship in Azerbaijan, you need the following documents:
- Transcripts and diplomas from previous high school or university studies.
- A valid copy of the passport.
- Resume or CV.
- General health document (including HIV / AIDS, hepatitis C, and B tests)
- English Test.
- Proficiency (for foreign language programs: for IELTS 5, TOEFL 40 degree programs, for other IELTS 5.5, TOEFL 50 programs).

Azerbaijan Government Scholarship Financial Coverage
The Azerbaijan Scholarship Program 2025 is a full-funding scholarship. However, the Azerbaijan Ministry of Foreign Affairs will cover the following academic expenses:
- Flights to the scholarship program
- Health insurance during the program
- Monthly allowance for living expenses
- Visa registration and costs
- Full tuition fees for bachelor’s, master’s, and doctorate.
- Accommodation will be provided for the Scholarship Program
